in steam browse local files, click the folder "the elder scrolls online", then the folder "game, And then finally, the "client" folder.

Put the cozy reshade inside of the client folder.

You will need Reshade (the software) installed for eso.
Once you get it, click Directx 11 as the rendering API

enjoy your cozy reshade
If the bloom is too much you can always remove it in the reshade software settings.
