Run game once else you'll get an error. Find regulation.bin in the game folder, make a backup copy of the file. Replace regulation.bin with one from the mod.
Just in case anyone else has this question, if you're manually editing your regulation.bin file with smithbox, it's possible to compare what was changed by the mod with the vanilla values (then, it's as simple as editing those values back to their base ones).
Elden Ring Reforged keeps seeing "NoGrassNoShadowsNoWeatherEffectNoWetEffectNoUnpickableBushesNoSmallTrees" as regulation version 1.15.0 revision 1000 and makes the mod incompatible. i think this might be what everyone is complaining about.
