It's fixed now for 1.16 - only area still having issues is raya lucaria but you can simply uninstall it for that area and later reinstall it without issues.
Feel free to merge the csv files into the latest version and upload the latest regulations.bin here. I don't play the game anymore as I finished my 100% ng+ run and hence can't do it myself. The csv files should still work fine. (if you experience lucaria buildings issues use the PartsDrawParam csv from the dynamic lighting mod instead)

The rain is the only weather effect that tanks performance. Is there someway to alter it to use less.. drops? Or shimmering or if not, I know it can be disabled but so many rows in WeatherParams is changed I don't know which to alter from other mods that will only disable the effect
I meant more from the game's perspective. Is there anyway I can leverage more of the VRAM to be used to provide better fidelity graphics? I have the 4k textures and 8k shadows and was wondering if there are more things of that flavor that will require VRAM
Sadly the rest is hardcoded and can't be modded. It would be possible to preload FAR more of the textures to get rid of all the pop in issues but it's sadly nothing that can be changed by modders. And fromsoft sadly doesn't care much about PC only features as we've seen time and time again with all their titles. Fingers crossed they will improve this in future titles now that they made a few billion in revenue.
I was wondering if you could shed some light on how the WeatherParam works? I really don't want to live without the haze reduction stuff but, the rain is just too much variance in framerate for me.

I've tried using this/your mod's params first, then patched these on; but it doesn't work very well. Any help would be much appreciated!!

It changes the weather weights. It doesn't fix the problem when rain does happen, but it happens infrequent enough now to not notice it as much
Has this been tested in Lucaria Academy? A major part of the area, which is the building where the giant ball spawns and rolls down on you, is missing its walls and floors. After I removed the regulation.bin, the building went back to normal.
I used the CSV files to import your edit to my modded regulation.bin. However, my modded regulation only touched the weapon and clothing, so your import did not overwrite anything. I then tested with importing to a vanilla regulation that has none of my edit and the result is still the same.
Basically, I think you need to take a second look at your CSV files and check which ones are causing the models of the building to be missing some of its parts.
FYI, the image below is not the issue occuring at a distance, I'm just showing you the full scale of the problem. This issue is happening when I'm literally inside the building as well. I really thought it was just a distance issue until I got into the building and was literally standing in an empty void. Collision is still there, so the objects are basically invisible.
Not happening on my end. Have you tried using the dynamic lighting mod? Might be that some object flags set to light interaction screws things up without it. If that's not the case then not using PartsDrawParam should probably fix it and you can still use all other CSVs. Worth a shot. :)
Played an entire run of Elden Ring including DLC. If all else fails just disable it for Raya Lucaria and use it again after you finish it.
No idea. Already uninstalled the game though as I'm done with it and hence can't look into it. But if someone else wants to fix this bug and upload a fixed version they are welcome to do so. :)
Same thing is happening to me. I came to see if there was a fix by the creator, but since there isn't, I'll see what I can do as it's only the regulation.bin that is causing the issue. I'll report back if I manage to fix it.
The mod does not work unfortunately, at least on version 1.13, in the Raya Lucaria Academy there is complete chaos, the textures of the buildings disappear, and I didn’t notice a significant increase in the drawing distance, grass and all that stuff is also loaded approximately

It highly depends if you are GPU or CPU limited on your system though.

Step 2. Open up a new project using a copy of the base game vanilla (unmodded) regulation.bin .
Step 3. Export the param to csv.
Step 4. Load up the modded project and it's regulation.bin.
Step 5. Import the CSV you just exported to overwrite the param in the modded regulation.bin with default values.
