What's this mod for?
This mod is a fix to the current issues I've personally discovered when I streamed/used the Merged mod of AntiSteak's Sword Mastery - Total Combat Overhaul, and HalcyonProject's Elden Ring: Reborn. The goal is to keep both mods' core mechanics while maintaining SM's survivability.
IMPORTANT -> Once you install this regulation fix, it's HEAVILY RECOMMENDED to play on a new save for certain features to work (FP regen, proper stat rollouts, etc.), otherwise, you may need to do some brain math to adjust your character's stats with CE to match it to the current version.
ALSO IMPORTANT -> Again, please be advised that I can only fix what I can tinker in Regulation, for other meatier core mechanics like SM's Deflects, Animations, Reborn's Spells, please seek their respective modders. I'm slowly learning in ?servername? on how to adjust some base numbers like damage outputs, etc.
Requirements:
-AntiSteak's Elden Ring Reborn - Sword Mastery Edition, if you don't get this, the regulation.bin I have might get a little weird for you.
-And other modding pre-requisites!
Installation:
Place the Regulation.Bin file where you have ERRB - SM Edition installed.

- Attributes:
Starting HP is now 1000
Starting FP is now 120
Starting SP is now 100
- Adjusted Starting Stats for all classes based on their minimum gear requirements with mild adjustments to starting Vig/MND/END based on their class
- Increased starting Soul/Rune Levels revolving around 15-50 to balance the increase of stats.
- Increased starting INT/FTH to caster classes higher than minimum Gear requirements
- Provided Staves to Caster Classes that don't have a staff / only a seal (Staves are still required as per Sword Master System)
- Item Changes:
- All Classes are now equipped with Blessed Dew Talisman as Starting Accessory (Can be unequipped anytime.)
- Blessed Dew Talisman's Easy Mode functionality from the latest Pre-Reborn Sword Master is restored.
Reborn's 4HP/sec regen is still the same
Added 2FP/sec regen to compensate for the lack of Cereulean Flask at the start of the game.

Added passive FP regenration without accessories based on Reborn's starting FP Regen rate (1% of your fp/tick)

Changed 2 FP/s Regen Rate to 1 FP/s Regen rate to balance the unequipped Regen rate.

- General:
Reborn's Original Core Mechanic with all Gears is restored! All weapons/shields/staves/charms requires a minimum of 1 stat to be properly equipped.
- Character/Classes:
Adjusted all starting attributes to 1, VIG/MND/END decreased for balancing.
Adjusted hardcap of VIG/MND/END to 90, diminishing returns from 90-99 for each stat
