The base game has a lot of attacks that have a dmg level set to them that bypasses the players poise, mostly large hits like stomps from trolls and dragons as well as breath attacks. The changes I've made seem to be enough to let you poise through everything in the game as long as you have enough poise. It might be a good idea to use these small changes along with a poise damage reduction mod or one that increases the poise on armor for best results.
Just drop the regulation.bin file into the Game folder in your Elden Ring installation folder, and remember to backup the original file as well.
