Maybe it was just me that had this issue, but to everyone wondering why it doesn't work, maybe because the extracted files create a new Mods folder by themselves.
correct file destination This PC > OS (C:) > Program FIles (x86) > Steam > SteamApps > common > Earth Defense Force 4.1 > Mods
after extracting This PC > OS (C:) > Program FIles (x86) > Steam > SteamApps > common > Earth Defense Force 4.1 > Mods > Mods
It doesn't work because the ModLoader doesn't read the additional Mods folder. That's why you had to use the provided Mods folder that was created after installing the ModLoader.
to fix this issue All you have to do is copy and paste the Object folder (not its contents) that was inside the second Mods folder into the first Mods folder. After that, delete the second Mods folder and launch the game.
