   So I asked Starfall how he decided on the changed values, and apparently it was a mix of gut feeling, computation, and testing. He didn't fully replay the game with the mod. "Many of the Veteran and Elite enemies are not balanced at all in the difficultly mod. Also, there are problems with only increasing skill levels instead of increasing the base damage [...] On it's own, it still helps, but it's not comprehensive."
   So yeah. This mod is probably still your best bet, but sadly it doesn't fix everything perfectly.

   Awesome to see people still modding/playing this game. But the new 1.1 version patch is missing the .dsres file extension. I think it will but will the mod work if I just add the extension to the file?

      Oh whoops, thanks for letting me know. Yes it will work if you just add the .dsres extension. I will fix the download.
      
      Edit: It is now fixed.
