If you want to have a go at these textures yourself, keep in mind that each .dds file actually includes multiple textures' worth of data pasted back to back:

Conventional image software will only read the first texture per set since that is what the header tells it to parse. To find out the size of a single texture, export the .dds file normally (using Nvidia Texture Tools Exporter etc.) with the same configuration as the original. Mind the mipmap limit. If the exact size of the original file minus 148 bytes divided by the exact size of the generated file minus 148 bytes makes a whole number, you (probably) got the correct size. Then use a hex editor to remove the header from the original file (first 148 bytes), split it up into even-sized files according to what we just calculated, then re-add the header to the beginning of each resulting file. Edit the textures, then do the reverse of these steps. When re-converting a merged dds file to tex, as long as the modded resolution and compression are the same as the original one, then instead of using ReTool you may just want to swap the dds header with the tex header (56 bytes) of the original file. That is because there are some oddities in the resolution data that ReTool does not account for: the sets that have 32 instead of 128 files report a resolution change on tex conversion without any edits.

The detail texture is inverted black and white and was flattened to gray levels for this mod. As for the other 4 textures, the green channel controls big clouds that are very pixelated but get improved a bit by the red channel clouds which cover them up. The red channel clouds are also used as main clouds in some weather conditions in which they look especially horrendous. So we can't just remove either. We also cannot upscale the textures as they just get misaligned.
The textures are also tiled in-game so they need to remain seamless.
