I've been playing the game for years now (on X-Box) and never knew about their effects, because I've never looked into it. When enhancing weapons or armor, there are 3 tiers (technically 4 if you count the base tier) of improvement, indicated by stars.
The Wiki says that at 2 stars, they inflict poison damage; at 3 stars (fully enhanced), they inflict torpor damage.
FYI: torpor drastically slows movement speed, to less than half.
I can see how this could be useful; inflict these debilitation's on a foe, then switch to a better weapon. Seems tedious to me, but everyone plays differently.

Sarcasm aside, they're RUSTED weapons, they're SUPPOSED to be ugly. Because they're RUSTED.
Meanwhile, if you ever get sick of their poopy coloration, this mod will be here waiting for you.
