Correct, you will not be able to use the DLC menu. You only have to start a new game if you already claimed the items where the Trodain Set is placed or have entered into Act II for Wolf Wear; otherwise, you should be able to find everything in the game, provided you haven't already done so.
So, unfortunately I think there might be a different issue with the new file. After I arrived in Heliodor I checked the wardrobe in the house across Derk's Shop to get the Trodain Set but there are just some plain clothes in it. I can also claim the DLC via the ingame menu which was not the case with the previous version iirc.
Edit: As a workaround I switched to the Cypress Stick version which seems to work fine. Now that I'm past the beginning it doesn't really make a difference.

Not sure if it's on my end but even when choosing the normal version I still start the game with the Cypress Stick.
I fixed it and all should be well. Please download and install the new version.
