This mod will enable and learn every skill in the game with a few exceptions. Goku's Consecutive energy blast is still locked behind training to prevent a soft lock in the game's story.
If you wish to unlock all skills including the consecutive energy blast skills install the mod after the first time you train with krillin.
There is slight issue with the DLC in that any skill you would learn from purchasing or as a reward from a quest will still be locked until you get that quest. (these are next to come)
Story restrictions are removed from passive skills. However if a model or animation doesn't exist to allow you to use it outside of that story it will not allow you to use it. DLC's are also next on this list to remove this restriction.
This does not work with any skills that replace the skill tree in anyway.
If you find a skill that does not automatically unlock: report as DLC or story, Character, skill, level of skill, what cost is remaining.
known bug: Supreme power, RPS: Rock, Body blow, and Meteor smash remain deactivated. cost is 0 so feel free to unlock them. I'm not sure why they don't automatically activate.
