This mod works for staffs and melee normal attacks, but adding the rune to Varric's xbow causes normal attacks to not fire a bolt and thus do no damage at all.
Ability attacks will still fire normally.
If I replace the rune with an unmodded rune (say an elemental or demon rune), the normal attacks return.

turns out, this bug applies to EVERY bow in the game. you CANNOT change the damage type or class restriction on a rune and have it work correctly on a bow of any kind. all the other rune mods suffer the same issue, unfortunately.
seems like this should be mentioned in the description.
also, the animation for the dragon rune no longer functions on any weapon. merely cosmetic, but a bit annoying if you like the green lightning effect.
