I played through Act 3 recently and so I can tell you exactly who mentions getting halla from another clan and when: it's during A Murder Of Crows (Zevran's quest) in Act 3. You have to speak to an elf called Variel in the Dalish camp, and if you ask her how things are going (to be nice and butter her up so she'll tell you where Zevran is, lol), she says the line about how another clan might have agreed to send them some halla. Do with this information what you will!
I'm in act 3 as well, and had Fenris in my party at Sundermount, and he had an ambient line about them having no halla. Somewhere on here (Nexus) I know someone has loaded up a modders resource of all talktable entries in case you want to snip that one out - cannot remember WHO uploaded it, and have no idea if removing a line would mess up loads of other stuff. Depending on which file it's in, editing out the ambient line could be a bit of a compatibility nightmare (since most of those follower ambients are tucked into one giant conversation file lol) -- although I suppose I could always just edit the cinematic for the specific line to either say another of his lines or just play silence -- but I'll take a peek at it sometime. Sorry if it's immersion breaking! For now, I'd say someone discreetly pulled Fenris aside and said, "Hey, look over there, they do have halla!" ;)
