Yeah, sadly i can also confirm that as of January 10th 2022 it still doesn't work, the buff only shows on the mage who casts it and it doesn't increase his/her attack speed at all.
I can confirm that it doesn't work. With this mod active Haste will show up as a sustainable ability and can be activated like those but the effect (attack speed bonus) isn't active. Furthermore companions aren't affected be the skill.

PS : I'm in version 1.04 and have removed any mod that might conflict with yours.
