I agree with this, I would like to believe he was always designed for this purpose, and the developers just forgot to spec him in lock picking. They never confirmed this belief, it's a little thing but feels like a massive oversight. Anyway good job!

Why do people not get that 'warrior archers' are a thing? The crossbow is spec'd for warrior's [using strength], as opposed to the dexterity bows for rogues. The tower guard is a warrior archer, NOT a rogue. This is why he doesn't have the rogue skill of lock picking. It's not a mistake. It's intentional.

Intentional or not, it feels awful. As if the game is trying to punish you for playing a warrior.
Btw, I recommend human nobles to play the prologue as rogue and use a mod to respec to warrior as soon as they get Leliana.

It's not that we don't get it, it's just a matter of balance.  It's one thing to make the game where if you're a rogue you get this, but if you're a mage you get something else.  It's something else to say, you're a rogue, here's your loot and XP, but if you're not a rogue, screw you.  One of the temporary NPCs that you get at the tower does change depending on your class.  I know on some playthroughs I was given a mage.  It just seems fair to continue that balance and make sure the party gets a rogue. You get Leilani in Lothering right after The Tower of Ishaal, so at that point it's always your choice to bring along a rogue or not, but until then, it's more fair to the player to provide one.  I also think that Daveth should have been specced better for rogue duties, and he and Jory should join your party when you talk to them in Ostagar prior to going into the wilds, for the same reason.  Several locked chests for rogues in the camp, but nothing unique to warriors or mages.

I find it interesting that Walter is more useful in battle, now it hurts that this character dies in combat... and Flemeth will not rescue him...

What would you say, if I asked for a expanding the mod by giving the tower guard his name Walter? According to the writers that's his name. https://dragonage.fandom.com/wiki/Tower_Guard

It makes more sense for this guy to be a rogue, since Alistair is already a warrior, and you don't have to miss out on those locked chests (especially if you dont have lock bash or the mage unlock spell installed)

That's a very smart idea, now players don't need to worry about lost stuff in locked chests. Giving Walter rogue class also makes sense, when most of his talents are archery.
