I've noticed that the Primal Mastery school does not appear until you get the Arcane Mastery talent. I've noticed one huge flaw with this, however.
Upon getting the Arcane Mastery talent, all the talents that were in the place that the Primal Mastery school would have been glitch. They appear to be deselected, but in truth they're not there. You have to close the level up screen and open it again to fix this.
This is a problem with Awakening, however, as if you get the Arcane Mastery talent on the character creation screen, it glitches and you can't fix it without deselecting Arcane Mastery.
I had to get Arcane Mastery with my last talent point, bypassing the Primal Mastery school entirely as I could not select any of those talents.
You should make the Primal Mastery school static. Don't make it appear, just make it be there from the start.
