Removes cooldowns from sustainable abilities.

Permissions and credits
Prompted by the fact that some of the sustainable abilities deactivate themselves after a fight, as well as the fact that if a party member falls in battle, when they get up, other party members have to deactivate and reactivate their sustainable abilities in order to re-apply them to the newly awoken party member, I came up with this.

It simply removes cooldowns from all sustainable abilities, with the exception of Feign Death and Animate Dead, since I decided those had good reason to have cooldowns.

The basic version of the file also allows Haste to be cast with weapons other than staves drawn, and removes the cooldown from Stealing. There's a version with no modification to Haste, and a version with no modification to Stealing.

Instructions:
Choose one of the three files and place it into \\Documents\\BioWare\\Dragon Age\\packages\\core\\override\\
The -NHaste file has no modification to haste, and the -NSteal file has no modification to stealing.

By request, I've added the three ranger Summon spells. The -Ranger file includes all the previous modifications, plus the summon spells.

Known Issues: There may be some bugs in the files I'm trying to work out. So far I have observed that it sometimes just stops working, for no apparent reason, and restarting the game will sometimes fix this. Haven't been able to pin down the reason for this.

Stamina does not regenerate out of combat with Berserk active. I'm not certain this is in fact related to my mod, my tests have been inconclusive, but I'm mentioning it anyway.

Another known issue is that shield-using NPC's will sometimes get stuck in a loop where they switch between Shield Defense and Shield Wall repeatedly. I haven't found a place to reliably test this in-game, but I'll be working on a solution when I do. It'll probably involve putting a cooldown back on one of those two abilities.
