That's taken directly from page 120 of the "Dragon Age Origins PRIMA Official Game Guide." One could argue that it's a typo, but absent a post from BioWare indicating otherwise for my money it's a bug.
I also don't see the correlation between being despised and a loss of Willpower. If anything, wearing an armor that is despised among the populace indicates a certain mental toughness, I would think.
Willpower: Willpower represents a character's determination and mental fortitude.

Oh, requested this b4 I found this mod. Just what I needed will endorse as soon as I can. So exciting to finally have all of the pieces and not have to change armor bcuz of lower stats later in the game. Thank you so much!

That's all defined in item_sets.gda (or item_sets_somename.gda when you do a partial override).
I use GDApp to edit them.
and it also list +5 spirit resistance for Chevalier's Mace
So this is a bug fix in my eyes.
The Chevalier's Mace also has -5 Spirit Resistance...
I gonna rename this mod into "Change" instead of "Fix".
