Thanks for forcing me to relive a part of my childhood that I didn't think would ever re-surface save for those nights when you get baked as f*#@ with your old high school friends and search ancient youtube poops...
If you mean installing mods with custom models - you need only the latest version of the mod injector and the mod file.
If you mean creating mods with custom models - you'll need SamPT's Model Importer tool and knowledge of how to edit the game's .decl files so it's utilized the way you want it to be. You may also need to do some editing of the model before importing it - for that I recommend Blender.

If you haven't done any modding of DOOM Eternal before, I suggest reading some of the other books on that website on how to get started with modding.
