You could just make an NPC with a simple command, just level all your gears at the current level and that is it. But you had to make an npc so annoying, we would delete the mod and just re roll cheat commander wares. Honestly, great idea, worst execution. Not even worth it, a headache.
Too unpredictable, you get an upgrade one time and you get nothing the other... Plus; why would you implement such an imbecile dialogue method like " make donation, polish me, I want to know you... " Just be plain and simple ?
The mod doesn't upgrade the level attribute inside the <node id="ItemGeneration">. This results in the "Large" type boosts not increasing fully and armor values not actually maxed out. It's especially noticeable with late game items.
In-game comparison between a Divine item upgraded from lvl 16 to lvl 21, and a vendor Divine item bought at lvl 21: * The "Large" type boosts to the primary attributes should be +5 instead of +4. * Another +10% to armor values (vendor bought vs. upgraded).
Unfortunately, I can also confirm. This is a pretty fundamental problem with the mod.
Although it's more "cheaty" since it doesn't require purchasing upgrades through a special merchant but rather simply upgrades all items automatically upon level-up, I suggest using this new mod instead: https://www.nexusmods.com/divinityoriginalsin2definitiveedition/mods/233. Not only does that mod upgrade items properly compared to vendor/other items in the game, it also claims to upgrade the items' attribute/skill boosts in addition to the base armor values, something the mod here doesn't do. Moreover, the linked mod seems to work as advertised, except for items that had already been incorrectly upgraded by the mod here.
EDIT: Well, that mod doesn't quite work either... vendor items are still superior to mod-upgraded items. However, I've opened a bug report there as well, and it's much more likely to get fixed in that mod since it's new and the author is still around.
Update - the "bug" is instead likely a result of the way Larian structured the inventory data, not with the mod; see also https://forums.nexusmods.com/index.php?/topic/8445248-automatic-item-levelling/page-2#entry78743973.

Right: vendor bought at char lvl 21
The Intelligence boosts are the same type:
