Unfortunately, this is the same situation as the question I answered below. My mod is a very small file, whereas the mods people have been asking me make patches for are much larger, and my file would have to be packaged back up into theirs. I can't do that without permission. I've been trying to get a hold of a few authors to see if they'd like to make patches to include my mod, but so far, nobody has answered me. Hope that makes sense; sorry I don't have a better answer for you.
Does this work with "New upload of Female Body and Head Replacer by Nuska", or-if not, would you do a patch/upload for that? would love to see some cool colours there.
then i may did something wrong while installing both mods, may installing first the replacer, then your skin mod? gonna test that out

Tough i can colour the hair in many ways, the skin has maybe around 10-15 tones, i think those are vanilla, because i dont see red/green/blue skins or alike. Edit2: With Epic Encounters/XC_Encounters disabled, the mod seems to work. Meh, is there some way to patch this?
Yes, the colors I've added do not change the models in any way, so any mod using new models will be 100% compatible. The conflict has to be from something else, like Epic Encounters.
Unfortunately, Epic Encounters edits the same file I've edited here, plus a bunch more. (Not the first time I've been asked, so I did look at the files to see what the hold up was). I can't make a patch for this, because it would need to be patched on their side, not mine. It's the difference between them merely editing a single file to include my changes, or me having to include every single file they have too, rebundle it back up, and then upload a much bigger file than is reasonable for my end. Not to mention it would almost be a duplicate of theirs at the end of the day, which would simply be bad form. Makes sense? My hands are tied.
Not sure if you'd know, but where are you editing these hair colours exactly? Hoping to find how to change/add more hair colours to OS2 and having no luck finding the colours themselves.
This has actually been something I'm working on myself, and having -zero- luck. The colors for DOS2 are a little different than OS1, due to there being multiple races. It looked straightforward at first, but for some reason every attempt to edit or add new ones is simply not working. I was very much hoping to make a DOS2 version of this and upload it, but yeah... nothing's working!
You can see them in the .lsx files for each race, provided you've unpacked the .pak file that contains the CharacterCreation folders for the races. Like "Elf.lsx" or "Lizard.lsx". If you need more info on the unpacking tools or whatnot, feel free to ask for more details.
- Have you removed the MainLSF.pak from the game's data folder? The mod will not work if it remains in there. - Are you currently running any mods that you have to activate within game? *Some* may conflict with this one.

There is only one file that is edited in this mod, so if another one has changes to the same file (properties.lsx), it will not work together. I tried to look up the mod you mentioned, but didn't get any results.
Does it change anything having to do with character creation? Skin tone, races, starting stats and/or equipment? That sort of thing. If it does, then yeah... I don't think they'll work together. I'd have to make a merged version.
EDIT: found the mod mentioned, I'm gonna take a look at the files and see what's what.
Ahhhh that sucks this and that mod would be the package deal for sure, would it be possible for me to add what's edited into that file and combine/merge them?
If you wanted to make a patch for it, that is perfectly fine with me. You will be able to find the only fields I've edited within Properties.lsx under HairColors and SkinColors, each with their own name, ID number (just numerical), and color code. If you add those to the Properties.lsx in the XC_Encounterse mod, and repackage it back up, it should do the trick!
