I downloaded this mod and tried to install it with the D2RMM, but it wouldn't work. It kept saying "Can't find levels.txt". Does anyone know how to solve this issue?

The most likely cause of that error message would be if you enabled the Direct Mode option in D2RMM without satisfying its perquisites. Basically, it means that D2RMM can't find the base game data that it needs to install this mod.

I'm having a weird issue with this mod.  I have noticed that it is increasing the monster density, but since I have installed it, I have noticed that while Great March and while World Stone(so far) were Terrorized, I could find almost no elite/champ packs.  I am in World Stone right now running around in levels 2 and 3 Terrorized and cannot find a champ or elite pack.  Is this something to do with those particular locations or is this not normal?
I am using a density modifier of 3.  I am currently in Normal difficulty.  I have not noticed this issue for non-terrorized zones.
Update:  Searched the entirety of World Stone Keep 2, 3 and the Chamber, not a single free roaming unique or champ pack while terrorized.

    First off - great mod.

I am really suspicious that something is going on with rune drops though. I have killed the cow level on 30x about 5 times, and arcane sanctuary 5-10 times. Cows on p1 and arcane on p7. I've a single lem to show for it. Starting to wonder now, but from what I read here it's not a common problem...

This mod does not modify anything related to drops. It only touches one file: "levels.txt". I do not know if D2 has any additional logic for reducing drop rates depending on the number of monsters in a level, or anything like that, but I've not read any material that would indicate this is so.

I've been using this for a while, and I really like it, my only complain is that it has no option to increase unique packs density as a standalone option.
So for those who'd also be interested in such an option I made it : https://drive.google.com/file/d/1awf5kQH5MZ2cgtbYUz44LF8SddX404PJ/view?usp=sharing
I just added a button that lets you input your own multiplier for those packs. BEWARE tho : with the way it works now if you let this option off unique packs won't be changed even if you set a higher monster density. If you want, say, 2 times as much monsters and have the same ratio of unique packs, you'll want to turn that option on and use 2 as a multiplier for both fields. Keep in mind I'm a junior dev and I'm only doing this hoping it might prove useful to someone else out there.
Of course credits goes to the author of the original mod.

For the guys who are worried about gaining way too much EXP with this mod and become crazy overpowered:

Basically, unless you go absolutely crazy with the monster density multiplier (>20, I reckon) you should never end up more than 10 levels above the average of the monsters in your area, as you get less and less exp from mobs for every level advantage >5 you have. At an advantage of 10 or more levels, you only gain 5% of the exp until you hit lvl70, after which it gets sooooo bad - of course there are mods to fix that.

Essentially, this mod should make boss fights somewhat easier, and mob fights harder. At least for me, that's a big plus.

Was passing on using this mod for the longest time....I use a ton of mods with the intent to only improve QOL, not make the game easier from a difficulty standpoint.  But after giving it a try, this is clearly not a form of cheating, and merely trying to speed-up the grind (you still put yourself at greater risk of dying on HC with more monsters, so there's a tradeoff).  This is a real cool mod, it's simple and does what it's meant to do.  Appreciate that you made it.
    1. But if you're not playing HC its basically cheating

tried to play with this mod. But it seems that the author of this mod completely forgot to balance the XP at the same time. Suddenly you gain so much experience that you are overleveled even though the basic balance was perfect. 2X more mobs should give 3X less XP it's logical.

Will entering 1.5 in the density multiplier add 50% more monsters?

What the density multiplier option tells you:
Spawn this times as many monster packs and unique/champion monsters. 1 = vanilla. 2 = twice as many. Etc... You can also enter a number < 1 to reduce the number of monster packs.
What will entering 1.5 in the density multiplier do? It will add 50% more monster packs and unique/champion monsters.
