This mod does not affect runes at all (all it does is set the "ShowLevel" column in "armor.txt" and "weapons.txt" to "1"). You are likely using the Numbered Rune Names mod.
If you're seeing "1" everywhere, you are probably playing online. D2RMM and its mods only support offline modding. Play online with mods at your own risk. From D2RMM FAQ:

When using direct mode, uninstalling is a bit tricky because D2RMM essentially overrides the game data in place. Once you disable the mod, D2RMM will stop writing the files that the mod wants to modify, but it won't revert the files in your /data/ directory back to their vanilla state.
In order to fix this, you'll need to revert all the files in your /data/ directory to their vanilla/unmodified state and then install the mods again, this time without the mod that you are trying to disable.
You can either re-extra all the game files yourself - or - you can use the poorly named "Dry Run" option in D2RMM. To do the latter, enable the "Dry Run" option under Settings, enable the mod you are trying to disable, and run D2RMM. It will extract the game files that the mod wants to modify, and write them to the /data/ directory, without letting the mod modify them.
Now that you've reverted your /data/ directory to a vanilla state, you can enable all the mods except the one you are trying to disable and run D2RMM normally (no Dry Run mode).
EDIT: Maybe when I have some spare time, I could try moving the "Dry Run" feature to be an uninstall button on disabled mods when one is using direct mode (or something like that...)

The implementation of this mod is just setting the "Show Item Level" column to "1" for all items. The actual logic for showing item level is part of Diablo II: Resurrected itself (Blizzard's code). I haven't personally had any trouble with it, so I'm not sure what could be wrong.
I just tested again, after uninstalling and reinstalling the mods, and it still does the same.
I did look, and saw that as you said, you only set row.ShowLevel = 1... So there shouldn't be any issue with this. I don't know anything about the code, so if it works on your end and not mine... Not sure the reasoning. I will just uninstall it for now.
Showing item level is actually a base feature of the game, this mod just turns it on. So, the implementation (where and how to show the item level) is entirely up to Blizzard.
It is possible, for example there is a "spelldesc" (parameter 2) & "spelldescstr" in misc.txt (put a string there) and in item-modifiers.json put the same string there and a new ID. same thing goes for monstats.txt in DescStr and new entrys in monsters.json (2 entrys there, one for the monster and one for the DescStr) i`ve done it myself. thank me later.
Hello ! Thx for you work ! I've the same problem as CascadeHope, it shows only lvl 1 for any items. Altough in offline mode it does show correct numbers. Any idea ? Thx
Hey, first of all let me express my thanks for such a huge amount of great mods including mod manager. I have only one suggestion if I may, would it be possible to make a mod showing area levels in top right corner of the screen? It would be very convenient to quickly know what area I am farming at the moment without looking at wiki. Thank you for your work.

That would be a cool feature, for sure.
I've tested with Items currently in my possession, Items in Stores, and items dropped in Catacombs 4 (Andariel and Mobs).

In game everything shows as (1) though. Could you (mod developer) try running it yourself as the only active mod and see if it still works for you?

The item level is something that Blizzard built in to the game with D2 Resurrected, so this mod just uses existing functionality.
