I could try 1, but like you said, it's probably gonna be a lot of work. Making BP stages is a pain in the ass because RE Engine doesn't like to play nice with custom models sometimes, and the lighting/shading on them can get messed up. Don't expect it to happen anytime soon though, cuz I'm not feeling the motivation right now.
It should all be in re_chunk_000.pak. Keep in mind though that if you've unpacked while you've had mods installed, you won't see the files associated with those mods (because Fluffy's Manager basically tells the game that those files don't exist in the paks). Always uninstall all mods first before unpacking.
do you think that there's a way to make enemies fall off of the palace to their deaths - same for the player? i think it would add a new dimension to the combat.
