How did you get the changes in Default.ini to work? I tried to make my own mod that rebalances the damage values to be more like DX1 (4x DMG on Realistic) and I don't think the changes are actually taking effect.

I tried downloading your hardcore mod instead but using my own values, this time without any code comments to document or explain my changes.
Now my changes seem to work, as on Realistic difficulty (modded so the player takes 5x DMG) trying to melee the gangsters that mug you in Seattle is suicide, as they do enough damage in numbers to mow you down if you charge them. In vanilla DXIW, you took so little damage on Realistic that it was possible to melee the entire gang and tank their bullets.
I also ran the Visible Upgrade installer again but this time I let it replace the vanilla game .exe files, as I do not care for steam overlay.
