Actually, every single loading screen has its own separated file, so I'm sure these mods are compatible. DesRUI changes menu.tpf.dcx file which is responsible for in game menus, icons, hud and title screen. You can check exacly which files are replaced by clicking "Preview file contents" button under "download" one.
Also anwsering your question. To make two mods working together while they are modifying the same file, you will need DeSBNDBuild tool for extracting and rebuilding .dcx and .tpf files. Then you will be able to replace every single texture in the game manually.
