Any idea why I do not see a saved file in the location for Step 1? I see folders "Binaries" and "Content" but no Saved. I tried just changing the name of the sfpaks folder and moving the file there but does not seem to hav any effect. Any help is appreciated.

Sorry i know this comment is old but the folder you're looking for is in a different place than the game directory
1: Press windows button 2: Type in the search bar %LocalAppData% 3: Click that file and then follow this path 4: Bend Game/Saved 5: Once you are in the Saved folder, you will then create a new folder in this folder 6: Call this new folder Paks 7: Pin this folder to your quick acsess if you want to, this folder will be the one you copy your P.pak files / mods into 8: All mods placed in this Paks folder should be in the P.pak format, for example, "Navsigda_Balanced_Fuel_Capacity_P.pak"
The mods should work now and i hope this helps you. if you have anymore questions dont hesitate to ask if you're having problems still

Navsigda_Balanced_Fuel_Capacity_P.pak is a setting that the modder personally uses/likes the most. In this regard what those preferred values are is unkown.
In their other mods comments section they mentioned thats what the " Navsigda_Balanced_" file names are. I saw it brought up in the engine speed mod they made ( in that instance they had a x2.1 variant where th others were 1.5, 2.0, 2.5 etc )
Shame that the creator doesnt add that info in the various mods main page descriptions to save people asking.
I was wondering, would it be possible for you to create a mod that adds Canned Food and Water Bottles that you can pick up. (I'm not asking for a whole hunger/thirst system, no. I'm just wondering if it would be possible for you to create a mod that adds canned-food and water that you can pick and store in your inventory.

Unless i'm doing something wrong, only gas tanks 1-3 are modified. gas tanks 4 and 5 seem to be unaffected. do i need to install the mod with one of the first 3 tanks installed on my bike?
So, apparently the file hoster I used for uploading the files is regularly being used for spreading malware, too. So it gets blocked for some people. (that doesn't mean the link was dangerous in any way, btw)
In any case, I'm hoping that was the reason my post was deleted, so I'll just try again. Just with a different hoster. Let's give Google Drive a try. Here's my personal update for this mod, with all tanks I could find. Nine in total. What's weird is just a few days ago he made a new mod for this game. Why not in that time, just make the quick edit he said he would? I don't understand already having a dead mod like that.
To be fair, it is a bit of work, and a bit annoying at that, because it involves finding offsets and using a hex editor. I calculated the tank size and pressed save 60 times. Then it's a matter of packing it correctly. If you really stick to it, you can probably do it in 20 minutes, but it took me an hour just to figure out how to do it.
Maybe our mod author is just happy with the 50 gallon BB tank mod he endorsed
Includes all fuel tank variants. A balanced file is available for anyone like me that doesn't enjoy the excessive. All .Pak file variants available in a single download for easy access.
You kinda messed up the packing there. Apparently you included the 1.5x pak in the 2.0x pak, then both in the 2.5x pak, then those three in the next one, and so on and on.... I dunno if that's of any consequence to how the mod works (probably not), but it definitely makes the files larger.
Mod authors are not in any way obligated to update their mods. They make them for free and if you want an update faster or at all if the mod author has moved on; make a mod yourself.

I am tired changing presets now, the mod author has moved on and obviously has no intent to fix it anymore. Guess gonna go back to vanilla.
