If using UXM, make sure the game is patched and the m40_00_00_00.talkesdbnd.dcx file from the download is in the script/talk/ folder in the game directory (it should overwrite an existing file). If using modengine2, make sure the script/talk/ folder with the m40_00_00_00.talkesdbnd.dcx file is located in whichever directory your modded files are in.
Honestly not sure. But it should at least be safe to download it and use it while offline, and then uninstall it once you've made your changes and go back online.
