i dont understand how this save file could have all items without using cheat engine. as i believe you need to go into new game + to get some items ie level 2 rings.
Just tested so far so good however you'll need to download TKGP's SaveMerge at https://www.nexusmods.com/darksouls3/mods/409?tab=files and follow the directions to swap the character to your own steam save due to From Softwears update that made swaping files not possible.
go to C:\Users\YOUR USER NAME\AppData\Roaming\DarkSoulsIII and there will be a folder ,open it you can see the file DS30000.sl2 ,replace it with the uploader's file
