   I downloaded another ui mod and when I tried putting this into it I used paint and it made the outside of each texture white. What application can I use to replace the default icon with the lock on sprite icon with?

      Instead of a "white" background, you need an empty background, usually depicted as grey and light grey tiles in paint programs.
      
      I would suggest using paint.net (that's the name of the program, not a website) to edit the image files.
