    How to upgrade beyond Mastery Level II:

    First, upgrade a skill as normal. 

    Second, you have to leave that section afterwards to refresh. Go elsewhere like The Provisioner or The Stagecoach area.

    Third, go back to the Mastery section. Upgrade the same skill(s) again. It will cost II Mastery Points. Leave that section to refresh. 

    Fourth: See the changes in-game.
