Your implementation for Controlled Burn's Resistance piercing actually buffs the target's stat, not the burn effect. So Fanatics with Controlled Burn on them will have 75% extra burn chance against your heroes. As of now, there is no way to fine-tune the ignored resistance numbers on effects, it's boolean, so it either pierces completely or not at all.
Hi, you're really right, I missed that moment, the buff applied ignore resistance on the enemy, increasing his chances of laying burn on the player's team. But I think I found a solution, the controlled burn apply two effects, a debuff that reduces resistance on the next skill calculation with a high priority and burn. Thus, reducing the resist only works on burn from cotrolled burn. I tested by putting all 3 dots on the enemy, dots damage first, then the debuff is applied, then the burn is applied.
