Don't put it directly in mods. It won't work that way.
Put it in the heroes folder. Be sure to rename it as flagellant_[letter A-Z] so that the game script can read it and it'll appear. Letters A to D are the default skins made by the game developers. If you don't want to replace those just use any other letters.
