That book is pretty rare, keep searching :p I have found it but am saving it for later since I want to try to find a covent by myself. Witches were never meant to be found easily.
Perfect idea to capitalise on Daggerfall's greatest strengths. Good thinking.
One thing I'd strongly suggest is to NOT include all coven locations in the book and instead hint that there likely remain few others beyond what's mentioned.
Perhaps more than one 'tome' of the book could also make it a little less likely to score everything at once.
