   Yes, skeletons do not have vocal chords... nor do they have any of anything that they WOULD need in order to be able to move and wield weapons.

In fact A MOMENT BEFORE you posted in the comments, I thought to myself "I can't wait till that one person mentions the fact that they are skeletons, and well, skeletons cant MOVE TO BEGIN WITH".    Oblivion has a mod to add the Daggerfall sounds to Oblivion skeletons, and with this mod, the circle is complete.
