Can't get this to work at all. Most mods are being managed by MO2, but threw these files directly into the SpellIcons folder as instructed. Tried changing the extension from "PNG" to "png" as in comment below. Tried changing the .txt file to the version included in the Bugs list.
If the spell icons don't show up, go to the 'bugs' tab for this mod on this nexus page. For some reason the mod uploader didn't include the correct info the spellicon text file.
Perhaps I can help you, as I had the same problem: the icons did not appear in the menu after installation. What I did was change the file extension of the image with all the icons from uppercase (.PNG) to lowercase (.png). After this change, the issue was fixed, and the new spell icons appeared in the Spell Maker. Some people's systems or installations must be case-sensitive, because otherwise I cannot explain it. I had the same issue with the Absolute Face Consistency mod: the replacement face textures did not appear. And until I manually changed every single extension from .PNG to .png, the problem was not resolved.
Seems that when installing with Vortex it just puts the files in the StreamingAssets folder, rather than directly into SpellIcons. Easily fixed, once I noticed it of course...
There's already lock and key icons (I should probably update the preview images to actually show all of them, my bad) but I could probably add an unlocked variant whenever I next update it.

Edit: Figured it out, change the filtering in the spellicon text file from Bilinear to Point
