I don't understand gaussian curves and offsets. Does the default -4 offset still make lvl 20s appearing possible, it's just less common than on a 0 offset?
As far as I understand, you are right: -4 offset apparently means that the most frequent enemy level is 10-4=6, however level 20 is still possible. Gaussian curve is "skewed" in this case instead of being perfectly symmetric around the mean, i. e. instead of being normal distribution (with mean being also the most frequent value).
Thank you for this! The scaling Class based enemies is what kept me from wanting to hit levels higher than 20 due to the most common enemy type being more dangerous than Ancient Lich's and Daedra Lords. Also having things like MUDEX made the Class based enemies just feel like a massive inconsistency.
