It seems that the Focus effect from the Cool perks also does this. I stripped out all my cyberware and also pared it down to just Focus with none of the satellite perks, and it still does the effect. Removing the Focus perks entirely removes the effect.

I thought the adrenaline converter was why I was getting that effect, but it's not, it's the Atomic Sensors. I had to take it off for now.
