I'm on 2.1 as well and it works. I use the non Red Mod Version. :o Did you try to install Equipment EX and see if that works? Cause I have it installed.
I've looked through the files of the mod and I still see no explanation as to why this happens. But the solution was mentioned in the previous comment: change your load order so the chokers are below your body mod.
These are amazing and I really want to use them but for some weird reason these make both my head and body tattoo overlays completely disappear. When I remove them the overlays are back. Only happens when I have these installed.

EDIT: Nevermind I got it working. I had to rename these chokers so that they would load after my body tattoo overlay and now the tats show up just fine. Still really weird that it was happening but at least I figured it out. Now just to remember that every time you update these haha.
