I won't be able the unsee this now. I wonder why they decide to correlate the two? Do most NPCs also suffer from this? I haven't really noticed aside from Takemura. Regardless, thanks for the mod!
I think it becomes more blatant with certain colors and nose shapes, but yeah, odd design choice Likely all the random NPCs have it as well, as their beard meshes are essentially the same as V's from what I can tell.
Can I propose something? It just hurts me to see how messy beards are, all this hair, ugly lines, and uneven growth. Is it possible to trim them pretty and fix them up to make them clean for corpo characters who have mirrors in bathrooms and must be at their best look? Two years and nobody did that.
In fairness, being able to edit meshes for facial customization stuff has only been possible since fairly recently, I think, so that could be a reason :) I can have a go at removing the straggly stray hairs seen in some of them (like #3 has a lot), or the parts that kind of go up the cheeks a bit scraggly like (like in #9). Is that what you mean?
As far as how the individual strands themselves look, that would be more in the realm of texture editing. An idea would be to use the straighter textures seen in #10 onto another beard (probably tedious lol, and I'm not sure how the results would actually look like in practice, but theoretically doable). Otherwise, maybe have a look at this mod, as it also does some stuff with the beard textures.

Have fun!
Update: also works with Phantom Liberty!
