Just a general note: Any sort of pixelation (artifacts/blocky pixels) happening is generally caused by the game engine. Cyberpunk has very aggressive optimizations and streaming priorities that make it hard to get consistent results between different hardware configurations.
There's currently no obvious solution to fixing the pixelation if you are encountering it with the mod enabled. Best you can do is try using the lower resolution variant of the mod, but even that is prone to pixelation.
For the record I've confirmed pixelation happens even with the vanilla videos untouched - I've tested with the only change being the in-game video texture resolution (render texture - not the video files) and pixelation could still occur.
In other words its not the video files causing it, but rather the engine starts to struggle with higher than vanilla video resolution playback.
The artifacting I was getting with this mod looked a lot like a keyframe issue to me, so I took a quick look at the vanilla videos and it looks like they're forcing about 3 keyframes a second. So I went and reencoded this mod to see if it makes a difference, and it indeed seems to reduce artifacting to more or less vanilla levels on my end. I doubt it's a silver bullet, but maybe something for the author to look into anyway. I'm attaching my archives if anyone wants to give it a shot:
Result: No Bugs with your files in contrast to the mod here, very good work! I could unfortunately only try the smallest (7GB file) because the rest would cost me money. I would ask you to upload the files again somewhere else. Or maybe better: Agree with the modder here and also offer here as a download!
Thanks opengts for the mod fix, I downloaded the 720p/30fps version and now I don't have any pixelation or artifacts unlike the other two original mods.

The 'Mediafire' link provided by opengts works Better resolution than all the other upscaled television mods Only issue (I have) is the fact you have to be facing the TV for the TV to be on. Takes away from the immersion (but thats just me) Also depending of movement sensitivity, if you 180 in direction of the screen, the TV will momentarily remain off for a before turning on
Hopefully there is a stable fix at some point 🤞 Otherwise, it works*!
