Seeing as there have been over 2000 unique downloads and you're the first person to report the game crashing with this, I'm pretty sure you have other issues with your game. All this is, is a simple 2kb texture replacer.
I honestly have no clue. Unless you've got another mod that alters the Tiger Claw NPC textures in some way, I can't see it conflicting with anything.
You can try changing its name to come before or after everything else in your mod folder. ...also I never use installers, they all have issues, I manually load all my mods. There is a very slight possibility you've gotten a corrupted download, though that's only happened to me twice in the last fourteen years here.
Best underrated mod seriously.Got meself such irezumi inks, and can't imagine who was the genious at CDPR with the brilliant idea to make inks glows like that. Thanks alot.

To make an .ini file you just make and ordinary .txt file and rename it from .txt to .ini
