Please check whether reloading all the mods (while playing the game) from the CET overlay fixes the issue. Sometimes the extra modules are not loaded properly...

This most likely means that the Mod can't create or read from the 'config.json' file. What you can do in this case is create a 'config.json' file within the mod's folder: ~\GAME_FOLDER\bin\x64\plugins\cyber_engine_tweaks\mods\NPCsReborn And then place the following inside: {"countNPCs":"5","hostility":false,"typeNPCs":{"NCPD":false,"Sixth":false,"Voodoo":false,"Tigers":true,"Animals":false,"Arasaka":false,"Cyber":false}} These are the default settings for the mod so afterward the Mods menu should load properly and you'll be able to spawn enemies
It's because of the menu setting file not having acceptable information. Yes, this is definitely possible but I think it's a bit outside the scope of this mod. You should check the Immersive Roleplay Mod (once they release the December update) as it offers such features and more.
