It is working. You need to pick only one of out the 4 vests available. Then use the console command listed in the description for it to appear in your inventory
Follow the installation instructions and when you load the game, check to see if you have the high-tensile cutout tank in your inner torso inventory. If so, this mod swaps out the tank for Johnny's vest. If you don't have the tank top, the mod author provided the code to add that item to your inventory Game.AddToInventory("Items.TShirt_04_old_01", 1)

Paste the item code into the console and hit enter, and then go to your Inner torso inventory and select the High-tensile cutout tank. This mod will swap out the tank and replace it with Johnny's vest.
Does not seem to be working for me in 2.13 game - Cutout Tank stays as Cutout Tank even with archive file in correct place, and Modded folder scrapped and rebuilt.
If at all possible, could this be modified to replace Johnny's T-shirt from the quest, and therefore have the dog tags that go along with the shirt? THis might also then be compatible for the lace swap for the dog tags? Just thoughts!
