Forgive me for posting a picture like this but I feel like this answers plenty of questions at once, I also specify the preset if you want to recreate the E3 V preset yourself in Character Creation. REMEMBER! Character Creation lighting is kind of green-ish-tinted trash, so in-game it's guaranteed to look better.
This is what the E3 V looks like with the optional hairline&earring file and complexion 1.
For anyone wondering, the beard style is "3", the beard color is "10", the hairstyle is "34" (with the hairline&earring file!), the hair color is "1", the eyebrows are OFF (important), and finally: the balls are set to HEAVY like they're made of STEEL, baby.
Its working in version 2.11 of the game (Tested the textures without eyebrows), installed using the ModOrganizer2 + Root builder, put the mods in the lowest priority of the mod list.
Yeah, sadly im only getting a face with lots of lines. I tried for preset 1 and 2, and even uninstalled my other mods just in case there was anything conflicting. Might be the recent update!
I am actually stupid. Turned my graphics up to high, my computers over heating with swiftness, but the mod works! It might be fighting a hair mod though
That's how 99% of the internet people are today in forums. If someone has a problem, they notify the problem: " I can't do this ...can't install..." etc... 2 minutes later: " Nevermind found it...."
LOL, there might be other people confronted with the SAME PROBLEM unable to find the solution and this guy doesn't even think about explaining the solution he found that might be useful for others experiencing the same problems.

Mod is called "Collection of Cyberpunk 2077 Eyes", and it seems that long ago it could be found here on Nexus but it was removed. Right now it can be downloaded from Cyberpunk 2077 Mod .com, though it seems the author mismatched the files, so you have to download the file from "My Preset ver. 4" to get the eyes. If you download the file from "Collection of Cyberpunk 2077 Eyes" you actually get the preset lmao.
I'm no expert but I tried starting a new run and I was able to see them in the character creator, so my idea about solving your problem would be checking out if you have any other eye mods. The page in which the mod is downloaded states that it won't work with other mods related to eyes, so try it out. And if you couldn't see them displayed on CC but you have them in-game, it will most likely be a problem with a mod like Unique Eyes - Core, which isn't an eye color replacer like most of the mods related to eyes, but something more technical, about textures and stuff.
Edit: I just installed it to check if it could be a problem and indeed it could, this mod and the one you are trying to make work aren't compatible, the character appeared with pitch black eyes in every eye color choice, so that's that.
In conclusion, no eye mods nor eye mods about textures like "Unique Eyes - Core". Hope this helps!

Other mods which I am using here:
- one of the eye textures from Kala's Eyes Standalone which requires Unique Eyes Core - Default
- Morph Texture Removal
- Alt Character Lighting (it's an .ini tweak from back in December that the most recent version of is mostly used for enhancing raytracing gameplay, if you don't have raytracing ON, use the older version available in the download section)
