Roughly the start of the "Pisces" Quest. The most important part of the Quest is when you do the penthouse meeting. Respond favorably to Judy too.

Finish up the quest. Choices don't really matter as much. Just be supportive of River. Tell him to go ahead with the investigation and tell the Peralez couple the truth. Wait 24hrs after finish it. Drive around and then wait another 24hrs until it pops.
