The visibility of the galaxy depends heavily on the lut + weather combo you are using, as for the stars you'll want to use one of the main files from Starry Night City. A vast amount of stars when your in the Bad Lands is what you would expect to see no city lights to blot out most of the stars. I hope that CDPR changes that in Project Orion. Thank you for sharing this mod I downloaded it and will check it out.
I see, the stars are from the cubemap not the galaxy, personally i had to raise brightness all the way to 5 (which is dumb i know) to start seeing the galaxy so it seems to be completely useless, i'll leave the textures available anyway just in case.
According to the file "Enhanced Galaxy" in the mod you mentioned, the sky is affected by LUT and weather mods and may not be visible if these are installed. So i guess some luts and/or weathers make it impossible to see the stars/galaxy regardless of your location.
