    Thank you for this! Achievement didn't trigger in my own game for me after I completed all 17 and got the reward from Regina; was so frustrating.

      my very last psycho bugged and i picked up the quest 40+ hours ago. i killed him but regina never texted me after, making this achievment impossible. ive tried workarounds and console commands. they are all dead and i want my dang credit.
