Removes the bugged ugly Newspapers blowing in the wind. Recent patches have bugged the textures on this effect as well as causing flickering and bad graphics with frame generation on. This mod simply shrinks the effected .mesh file so it no longer visable. Does not effect anything else and causes no bugs with anything else. A nice simple fix untill maybe one day CDPR fixes the issue which I doubt they will. Game version 2.13 compatible.
