Adds buffs and debuffs to intoxication

It always annoyed me that intoxication was just a debuff with no clear benefit, so I made it more interesting:

The intoxicated buff/debuff lasts 15 minutes and intensifies the following effects:
+Health
+Health Regen
+Armor
+Stamina
+Crit Chance
+Crit Damage
+Taking damage increases damage dealt
+RAM Regen
-Maximum RAM
-Dodge
-Accuracy
-Aim Speed
-Reload Speed
-Movement speed

Weaker version: 
+Health
+Crit Chance
+Crit Damage
+Taking damage increases damage dealt
-Maximum RAM
-Dodge
-Accuracy
-Aim Speed
-Reload Speed
-Movement speed
